What is the Pioneer Valley Planning Commission?

Since 1962, the Pioneer Valley Planning Commission has been the designated regional planning body for the Pioneer Valley region, which encompasses 43 cities and towns in the Hampden and Hampshire county areas. PVPC is the primary agency responsible for increasing communication, cooperation, and coordination among all levels of government as well as the private business and civic sectors in order to benefit the Pioneer Valley region and to improve its residents' quality of life.

Although PVPC is a public sector agency, it is not a direct arm of the federal or state governments. Rather, it is a consortium of local governments that have banded together under the provisions of state law to address problems and opportunities that are regional in scope. As a result, PVPC's planning area is designated as a special district under the provisions of state enabling legislation.

PVPC is funded through modest annual assessments from its member communities, state and federal grant programs, fees for administering community development block grants, and matching funds.

Community Projects

TIP is a Five-year schedule of priority highway, bridge, transit, and multimodal projects identified by year and location complete with funding source and cost.  The TIP is developed annually and is available for amendment and adjustment at any time.  Each program year of the TIP coincides with the Federal Fiscal Year calendar, October 1 through September 30.  

West Springfield is updating its Hazard Mitigation Plan with assistance from the Pioneer Valley Planning Commission and funding from the Federal Emergency Management Agency (FEMA) and the Massachusetts Emergency Management Agency (MEMA). 

The Town of Longmeadow is seeking public input and comment to develop town goals, objectives, and action items for open space and recreation for the next seven years. Members of the public are invited to participate in the planning process. Interested residents may respond to a survey at . Hard copies are available at Storrs Library, Town Hall, Community House, LPS Central Offices and Greenwood Center Council on Aging.

The Town of Southampton is seeking public input and comment to develop town goals, objectives, and action items for open space and recreation for the next seven years. All residents are encouraged to attend a public visioning session on Wednesday, December 182019 6:30 p.m. at the Town Hall, 1st floor meeting room.

The Town of Williamsburg is undertaking a planning effort to develop an updated Williamsburg Open Space and Recreation Plan (OSRP), which was last completed in 2010. Once the OSRP is adopted, the town will become eligible for numerous state, federal, and private foundation grant opportunities for park and conservation projects.

A Complete Street is a street designed to accomodate all users in a safe, convenient, and comfortable manner. Complete Streets can include sidewalks, bicycle lanes or other bicyle infrastructure, dedicated bus lanes, pedestrian islands, transit stops, curb extensions, pedestrian signals, and other elements which add to comfort and ease of travel.

Streets direct people; they movegoods; they accommodate cars,buses, and bicycles; they provide social connections, and ultimately they establish the
platform for the rest of the city to build upon.

An efficient street network that easily moves traffic is desirable, but it should not be prioritized to the exclusion of a street designed for the human scale—one that adds daily life to a city and accommodates all modes of transportation equally. This is the intent of the design recommendations for new streets and the reconfiguration of existing streets in Springfield.

The Pioneer Valley Regional Transportation Plan (RTP) outlines  the direction of transportation planning and improvements for the Pioneer Valley through the year 2040.  It provides the basis for all state and federally funded Transportation improvement projects and planning studies.  This document is an update to the current RTP (last published in 2016) and is endorsed by the Pioneer Valley Metropolitan Planning Organization

The Connecticut River Clean-Up Committee (CRCC) was formed 25 years ago by the Hampden and Hampshire County communities of Agawam, Chicopee, Holyoke, Ludlow, Springfield, South Hadley, and West Springfield in partnership with the Pioneer Valley Planning Commission to address the hundreds of millions of gallons of untreated waste water flowing into the Connecticut River caused by our region’s legacy Combined Sewer Overflow (CSO) infrastructure.
